Vandalia Incentive Program (VIP)
Since this program was initiated in 1997, the City of Vandalia has awarded over $600,000 to both existing and new Vandalia companies. Our Vandalia Incentive Program (VIP) offers cash reimbursement for eligible relocation or expansion expenses to foster greater and higher quality job creation within the community. The program funds may be used in any lawful manner to assist a business in locating to or expanding in Vandalia. Some eligible uses of VIP funds, in order of preference are:

  1. Construction or improvement of municipal infrastructure such as water and sewer lines, roads and sidewalks.
  2. Construction or improvement of other public utilities such as gas and electric lines, telephones and cable.
  3. Land purchase.
  4. Improvements to property.
  5. Employer required improvements to leased space.

The use of the fund is generally limited to industry and other non-retail businesses which bring new money into the local economy. The amount of the VIP incentive, while not set by formula, is dependent on the number of jobs created, the size of the payroll, and the amount and type of private investment involved. Past awards have varied from $8000 to $125,000.

Tax Incentives
The City of Vandalia provides both forms of tax abatement permitted under state law: Community Reinvestment Area (CRA) and Enterprise Zone (EZ). Up to one hundred percent (100%) of the additional value to real estate can be abated. The abatement period generally varies from five to 15 years. City Council decides the specific length of the abatement period after reviewing the business’s application for job creation and unabated taxes.
